CARE was initially established to assist a private sector  client with a third party that trespassed on his property, illegally excavated a portion of his land and left an 18-foot unprotected bluff with the potential for erosion, continued loss of property, and a public safety issue. 

CARE provided technical and legal support for case evaluation and made recommendations for remediation.  The case was won.
